• US airstrikes have killed 45-55 civilians in the northern Afghan province of Kunduz. 

• An analysis of House Republicans’ tax bill released Monday by the non-partisan Tax Policy Center found a wide disparity between the winners and losers under the plan—with the wealthiest 1 percent of Americans netting nearly 50 percent of all the benefits and nearly 30 percent of Americans seeing an increase in their tax bill after 10 years.

• People in the semi-autonomous Kurdish region of northern Iraq and a number of disputed areas under the control of the Kurdish Regional Government (KRG) voted in a controversial referendum that found overwhelming support for secession. Iraq's top court has said the country's constitution does not allow for the secession of any part of the country from the state.

• Human rights groups have condemned Israel's decision to withhold the bodies of five Islamic Jihad members who were killed in an Israeli attack on a tunnel dug under the Gaza-Israel border. Israel discovered their bodies and announced that their remains would be withheld from the families.

• The Saudi-led coalition bombing Yemen carried out at least 29 air strikes on Sanaa province, hours after Houthi rebels fired a ballistic missile towards the Saudi capital Riyadh.

• A helicopter carrying several Saudi officials, including a high-ranking prince, has crashed in the kingdom's southwest near the border with Yemen. Prince Mansour bin Muqrin Al Saud, deputy governor of Asir province, was on a tour of local projects west of the city of Abha when the crash happened.

• The gunman who killed 26 people at a small-town Texas church had a history of domestic violence and sent threatening text messages to his mother-in-law.

• President Donald Trump struck a hard line against North Korea’s nuclear weapons program Monday and urged Japan to do the same as he closed out two days of talks, dinner and golf diplomacy with ally Japan.  The president refused to rule out eventual military action against the north and exhorted dictator Kim Jong Un to stop weapons testing, calling the recent launches of missiles over Japanese territory “a threat to the civilized world and international peace and stability.”

• After the latest mass shooting at a rural Texas church on Sunday, proposals to restrict firearms appeared no likelier to advance on Capitol Hill.
